According to a legend, demon guru Shukracharya tried to persuade King Bali not to donate the three paces of land to Lord Vishnu avatar Vaman, but in vain. Lord Vamana measured the earth and the swarglok with his two steps, and then worried Bali asked Vamana to put the third step on his head.
