This volume contains the proceedings of a seminar on 'Emerging India: Security and Foreign Policy Perspectives' organised as part of the 40th Anniversary Celebrations of the Institute for Defence Studies and Analyses on September 1-2, 2005 in New Delhi. The purpose of the seminar was to review the major trends in India's foreign and security policies over the past four decades. The Concept Note that follows explains the scope of the seminar.
Admiral Arun Prakash, Chief of Naval Staff and Chairman COSC, inaugurated the seminar and the concluding address was delivered by Deputy National Security Advisor, Shri Vijay Nambiar. The two-day seminar generated intensive debate and discussion on a large number of issues pertaining to India's security and foreign policies.
The papers contained in this volume can be broadly divided into seven major categories. They are: the global and regional security environment; military strategy; major powers; India's relations with the former; energy security; terrorism and non-proliferation concerns. The participants, drawing upon their wide-ranging experience, both in the arena of policy-making and academia, have critically examined the evolution of India's policy formulation and its efficacy in addressing the security challenges in a dynamic environment. The participants provided valuable insights to enable more calibrated policy-making in the present and the near future.
The IDSA has been at the forefront of the debate on security and foreign policy issues for the past four decades, both in India and abroad. It has been our consistent endeavour to encourage candid debate on issues concerning Indian security and the attempt has been to allow many minds to reflect and bloom! It may be in order to add that IDSA does not hold any single institutional view on any subject. This volume is a product of that spirit and therefore the views expressed are those of the authors and not of the Institute. We hope the reader finds this volume useful in understanding the Indian security environment in the tumultuous times we are living in today.
