This book contains forty papers on different aspects of public administration including development administration, efficiency and productivity in public administration, administrative functions and functionaries, bureaucracy, training in public administration and administra tive reforms. They bear the indelible imprint of the author's wide experience and deep scholar ship. They bring to bear an integrated perspective on the problems of public administration. The papers included in the book contain many suggestions for administrative reforms which are parti cularly relevant today when we are much concerned about the fast deteriorat ing standards of public administration and consequently of public life of special interest is the section on bureaucracy, wherein the author has delineated the role of bureaucrats and assessed their performance. He has also examined and analysed the institution of civil service and its relevance in the modern context of social and political lifes with particular reference to condi tions in post-Independence India. He has entered a strong plea for strengthening training facilities in public administra tion, so as to pave the way for an efficient, dynamic demo cratic state in India. The book will be found useful both by students and practitioners of public administration.
The author is Director, Indian Institute of Public Administration, New Delhi. He belongs to the Indian Administrative Service and has held several important positions in the State and Central Administration. He was the Founder Director of the Vaikunth Mehta National Insti tute of Cooperative Management, Poona and Director of Studies at the National Institute of Community Development Administration. He is widely travelled and associated with a number of national and international training and research. organisations. He is currently Vice-Presi dent of the International Association of Schools & Institutes of Public Administration. He has contributed numerous articles to various journals and periodicals.
