For effective socialization of the people in general, in the goals and other values of the political system, the need of training for political and administrative leadership cannot be deliberately neglected. In this context Panchayati Raj System has its own importance. In this book we find that the change which came in Indian grassroots politics was not based on the earlier pessimist picture of India. The emergence of new class structure specially that of the middle class under the impact of the Indian Constitution-The Political influence is shifted from one group to another group, axe one caste to another caste. The higher caste loses its ground symmetrically and the middle and lower castes came in the lime light in the political scene. Factionalism emerged at Panchayati level The voice of power passing in rural India is of pivotal value to State and national politics as a whole.
Dr. Kedar Prasad was born at Chapra in the district of Saran, Bihar. He graduated with honors in Political Science from Rajendre College, Chapra and did his M.A. from the University of Bihar. After that he did his L.L.B. He entered in teaching career in 1996 as a Lecturer in Department of Political Science, Jagdan College, Chapra. He did his Ph.D. in 2002 from J.P. University, Chapra.
Now Dr. Prasad is engaging P.G. classes in J.P. University, Chapra. He has participated in several State and national level seminars, orientation and refresher courses. His several articles were published in journals. Several research fellows are working under his supervision for Ph.D. Degree.
