Factory Resets of Governance Rules: Democracy for the People

• A Dot: In the last decade many books titled, Reimagining India, Rebooting India, Transforming India and Reforming India have been published. These books are addressing myriad issues concerning and afflicting our economy, politics, and society.
The authors of these "Labors of Love and Concern" are eminent authorities in there are of work and focus primarily on the economic and social welfare of the common citizens who may proactively contribute to growth of great Indian society. Many of these books are written by storied consultancies.
Albeit, most of the suggestions, also called "Policy Prescriptions" start with "we must do...." or "we should do..." making it easy for everyone inside and outside the Government to conclude that "others" have to get better at their job (they themselves are doing fine or are helpless).
& And: Professedly, all social & cultural (including organised religion and spirituality), as well as political and economic processes and rules are devised to 'protect' the comparatively 'weak' - the "Matsya Nyay". We the people require an 'umbrella of protection' under which we may endeavor to ensure a "pleasant life-journey" for the self and dependents/family. ( Paraphrasing Kofi Annan).
• A Dot: The institutions of governance and the Executive, also have another (legitimate) core concern viz., Control of Citizenry to keep it to straight and narrow.
But covertly, wanting to perpetuate the Rule of Wo/Men in Power; the rules of 'Governance' also called Laws and regulation that are at loggerheads with the democratic values at a minimum; and even the ethical, moral and cultural rules. Let's call it "the Gap".
A Random Thought: The 'Gap' is further compounded by the information asymmetry carefully crafted by the faceless bureaucracy, reduces the Aam Aadmi, (the sovereign in a democracy) to the role of a supplicant, and opens up many opportunities for "corruption". Add to that the "motivated" implementation of those rules which frustrates most efforts for attainment of democratic intent.
@An Indian Whisper: Corruption is when the 'commitments' -the inherent responsibilities of a role, explicitly defined and morally implied are not "willfully" delivered on: it corrodes the innards of the society.
And: Add to this the unfathomable vastness of the government machinery@ as explained by Mr. LK Jha (1913-1988), an eminent economist, bureaucrat and RBI Governor who then headed the "Administrative Reforms", simply and frankly as "we don't know (yet)" All this adds up to what a manager would call "Implementation Paralysis".
