About the Book THE BOOK is based on information and knowledge collected during course of professional duties and summaries important subjects and issues that were discussed in the Constituent Assembly and later many development that have taken place in the governance of free India.

THE BOOK deals with many aspects of Post- Independence era. It provides information and analysis about political developments, economic issues and programmes, Chapter on functional democracy, another on cooperative federalism, good governance and the institution of bureaucracy adequetly speaks about challenges faced by country.

THE BOOK also focuses on major developments that have taken place since 1947. It gives an account of the political developments that have taken place in the North as well as South India besides a detailed chapter on foreign affairs. The Chapter on the Economic policy with various policy issues including economic reforms. These subjects form part of our journey towards the achievement of "The Tryst with Destiny" which Pandit Jawaharlal Nehru declared in his speech on Aug. 14, 1947 at the dawn of India's Independence. The subjects covered in the book are relevant in the present context of our political history and problems. The author has discussed the pros and cons of the issues related to the working of the present constitution and the suggestions made in regard to the creation of the second Republic.

THE BOOK also contains biographies of some of our great leaders who are no more. We pay our regards and tributes to them as they gave up their lives to the cause of freedom and to the building of our nation so that we could live in freedom, peace and prosperity.

There are also annexures at the end of the book which give some information about our achievements in facts and figures. The publication also contains some important dates which everyone should know and remember...

About the Author Shri L.P.S. Shrivastava was born in 1928 at Madhepura, Saharasa District of Bihar. He entered the profession of journalism 20 years later. Served Hindustan Samachar, All India Radio and Navbharat Times in different capacity in India and abroad. After working for more than 40 years he retired as Chief of News Bureau in 1989 from Times of India Group. Shri Srivastava has been the Secretary General, President and now Chair- man of the Forum of Financial Writers, New Delhi for many years. He has written exclusively on foreign affairs, commerce, finance, planning. atomic energy etc., and is a keen observer of po- litical and economic developments at the national and International level.

Alongwith many articles, chapters on different subjects his recent Book NEPAL AT THE CROSS ROADS published in 1996 has been received well.

He has seen both the Pre-Independence and Post- Independence era as a keen observer. He partici pated in the 1942 Quit India Movement and went to Jail in 1943.

Foreword Every statement about India is true. So is its opposite. One can make a good case for Indian Democracy, one can also make an equally convincing case against Indian democracy, particularly the type practised in India's most populous state. However, we must dispassionately analyse the totality of the Indian secular democratic pluralistic experiment. That this experiment has worked is one of the political miracles of the 20th century. That a country so diverse, so varied, so linguistically unique, inhabited by about a billion people, is, with all its failings, a going concern is a matter of rejoycing.

Introduction August Fifteen is a day of national rejoicing. It is a day for the Indian people to redeem pledge and to re-dedicate themselves to the service of their motherland and to the cause of freedom. The wave of decolonisation originated on Indian soil on 15 August 1947 and changed the entire political map of the world. India's freedom and the ideals it symobolised revolutionalised human thinking and ushered in an age based on universality of peace, freedom and respect for human values. The late Nagendra Singh, the then President of the International Court of Justice at The Hague, in his book (1986) "Enforcement of Human Rights," wrote "India's independence was by far the most momentous event of the current century. It was an unparalleled joint exercise, in which the conqueror and the conquered collaborated in a peaceful transfer of power by an unique Act of Parliament at Westminister (London) which gave India and Pakistan in 1947 their cherished Independence. It showed the harmonisation of spirit which set an example for other colonisers to follow. Recognition of the fundamental rights of man to be free, which flowed from India's independence in 1947, synchronised with the UN Charter of 1946, which ushered in a new era heralding a better future for the mankind"
