Science has shortened the period of social changes. Its impact upon society is tremendous but noiseless. It has changed the very concept of revolution. It has revolutionised revolution itself.
An effort has been made in this writing to examine how the Government of the two countries- Russia and India-are creating conditions for free play of science in relation to social changes which cannot be made to order. Science, in its turn, creates conditions in which changes in social order come as a matter of course.
It will be found in these lines that Russia and India are following the same course of action in varying social conditions of the two countries. The intermediate changes may take different shape and form but the end-result will be the same. It will be scientific order of things which cannot be two, but one. What is true between two countries may be true universally. In that event, the concept of world state and humanity may attain fruition. It may take the shape of Co-operative Commonwealth of Nations or something else which will unify human effort to win the battle of existence and progress. A respectful approach to these revolutionary changes will eliminate the period of detention and make the journey joyful.
In course of discussion with friends it was found that lack of information about and recollection of some historical events became obstructive to reach a conclusion. It is not always possible for men of different occupations of life, and particularly for political workers who remain engaged with day-to- day work to keep them abreast of the events of history of different countries to engage themselves in any discussion in which such events are referred to. Books are there, but there is need for a book with comparative studies to help formation of a critical but creative and receptive mind.
This book does not claim to satisfy such a requirement. It is just to solicit able writers to bring out a book which will serve the purpose. This writing is not the work of scholarship but of a student of politics who had been in active field for the best part of his life. Thanks are due to friends who created the inspiration that lies behind this book, and helped to go through its publication. The labour will be amply rewarded if it is found useful as a hand-book in political discourse on 'whither India'.
