Dissent may be considered essential for healthy growth of democratic institutions. Dissent leading to demand regional autonomy, statehood and similar other concessions within the constitutional framework of the country may be genuine hence tolerable; but demand for separation and secession from the federal union is dangerous to national sovereignty and integrity. Currently the Indian Union is facing several such crises, of which Jharkhand, Uttarakhand, Bodoland, and Gorkhaland issues, reflect some genuine grievances of the people concerned while Kashmir, Khalistan (Punjab), Naga, Mizo and to some extent Assam issues are destructive hence condemnable.
Often the question arises when there were no drawbacks in our fundamental concept of federal republican system then what is reason of the present crisis, India is passing through. Some say it is the crisis of leadership and of national character. Really these crises emerged due to gradually ignoring the significance of democratic institution. So this may be termed as crisis of institution. The present volume is a vivid description of many such issues. This is certainly a timely publication on a crucial and important topic.
LALAN TIWARI (b. 1957) is a seasoned teacher, political thinkers and keen watcher of contemporary political events and issues in the country. Currently he is Lecturer in the Dept. of Political Science, Gaya College, Gaya.
He is an active member of several professional and academic associations/ organisations. A prolific writer, he has contributed several learned papers in the field of his specialisation, published in the journals and newspapers of national repute. His book Democracy and Dissent (1987) was widely acclaimed.
The work deals with the complex phenomenon of numerous issues having involvement in Indian politics. Indeed these issues have deep bearing in day-to-day functioning of the state and the daily life of the individuals who are being effected in one way or the other. In fact these are not only political problems but also socio-economic, religious, cultural, educational and several other issues which resolve round our life. We deal with them of very levels.
In this regard we seek the political and moral support of our government and society. The bureaucracy does play a significant role. It helps both the government and the people of various levels. The developmental activities have deep bearing on these issues and hence we become more and more conscious of the fact that our problems do not become complex and difficult and are resolved in a proper manner.
I have collected the relevant material for this work from the Nehru Memorial Museum and Library, Sapru House Library, Parliament Library, Central Secretariate Library and other academic centres. I am grateful to these institutions for their kind help to me during my researches.
