The Central Institute of Indian Languages was established on July 17, 1969 with an aim to help evolve and implement language policy of the Govt. of India and co-ordinate the work of various institutions in India and abroad with regard to the development of Indian languages. In order to achieve the objectives the Institute conducts various projects and programmes. The research work conducted by the institute is of diverse nature, which includes linguistic studies of different Indian languages, the preparation of basic language teaching and learning materials.

There is a dearth of text and supplementary materials in Kashmiri, which can be used for teaching Kashmiri as a first language as well as a second language. The reason being that Kashmiri is not taught as a compulsory subject in elementary and secondary schools in the State of Jammu and Kashmir. Keeping in view of the dearth of such materials CIIL has prepared selected materials for Kashmiri as a second language and has prepared some supplementary which can be used for teaching this language to its mother tongue learners.

Besides conducting research in all Indian Languages the institute undertakes the preparation of need based basic materials in these languages. Some of these materials are prepared during workshops conducted for this purpose. The present book entitled KAAshir dapity Dikshanarii (A Dictionary of Kashmiri Proverbs) has been prepared in a workshop held at Jammu in March 1999.
