Peacebuilding in Jammu and Kashmir includes confidence-building measures at a nation-state level between the governments of India and Pakistan, Track two diplomacy, as well as initiatives by non-governmental organisations (NGOs), institutes and individuals. The Modi government has formed a Group of Ministers (GoM) to prepare a blueprint of development in Jammu and Kashmir. Sources say the GoM has already met twice to discuss the development of Kashmir and its youth. Town Planning has tremendous scope in Ladakh, but both the hill councils Kargil and Leh have shown disinterest towards establishment of Town Planning in the respective regions.
