Mr. Santosh Kumar Panigrahi did his LLB (Berhampur University, Orissa), M.A. and M.Phil. from Jawaharlal Nehru University, New Delhi. He has been associated with the national and inter- national NGOs on disabled since long. Besides, he is having wide ranging legal experience affiliated with the Delhi High Court. At present, he is pursuing his research programme at J.N.U., New Delhi.
The book makes an attempt to describing the concept of disabled and the res- ponses of both the NGOs and the state to their problems. Besides, he also highlighted the background of com- parative analysis of functions of the NGOS and the state for the upliftment of the disabled. Within this background, it also highlights various policies and programmes made by the government and the NGOs from time to time for the empowerment of the so-called neglected human capital, i.e., the disabled in India since independence.
