With modernization, urbanization and industrialization, crime by women and crime against women is rapidly increasing. At the convention of Police Heads in 1922 it was resolved to women and children and crime against them.
U.K. and U.S.A. are the Pioneers in this sphere. So for as India is concerned, 12 women in police were recruited temporarily in Kanpur in 1939 but they were only for a short time.
